Library scan fails with following error if library folder contains Korean(Hangul) files or folders.

Reproduction Steps

1. Place files or folders with Korean name in the library folder.
2. Add that folder to library.
3. Try to scan library.
4. Scan fails with errors in log.

This should not happen as this would only happen with incorrectly packaged versions. But we do aware that some old environment variable/config might be leftover if you just re-pull the image. Can you check if your container has the env variable DOTNET_SYSTEM_GLOBALIZATION_INVARIANT set to true or 1 ? This is a wrong configuration for 10.9 now and if it does you need to change it to 0 or just remove this env variable.

Removing environment variable seems to be solved the problem. I didn't reset the container when upgrading from old version.

I am not sure if there is upgrade guide, but I did not find it. Could somebody point out to me where can I find relevant documentation on updates? I also would be happy to look at what guidelines are used in Jellyfin for upgrading versions, as I feel upgrading from 10.x to 10.latest should not be breaking the library by default.
