Just to avoid people pointing at this old issue as a stock response, the official documentation as of 10.9.0 states: "We now support AVIF and WEBP images for Pictures libraries." (see https://jellyfin.org/posts/jellyfin-release-10.9.0/).

As does the repo: 681be59

It doesn't actually appear to be working however, which is what bug #12412 is about.
