Distributed builds migration

• The Distributed builds page was created. issue: Migrate 'Distributed builds' page from wiki #2888
• It is a large page with only features descriptions and possible use to the Agents architecture.

I've started a series of changes to this pull request so that it can be inserted into the existing "Using Agents" page.

Others are welcome to propose changes as well.

I also want to note that in addition to the "Using Jenkins agents" page there is also Managing Nodes.

I am not still working on it. My changes are included in a04ef0a and in 3ae3fc0 . If others would like to add improvements, they are welcome to do so.

I think it should be good to go after these, mostly are suggestions that can just be committed, @MarkEWaite will you have time to take a look / want to look at this?

right i see, this is a very large document too is my other concern, it might be better to break it out

As this pull request has not had any updates since May 2021, and has been marked stalled (as discussed in Jenkins Documentation SIG office hours)[https://docs.google.com/document/d/1ygRZnVtoIvuEKpwNeF_oVRVCV5NKcZD1_HMtWlUZguo/edit#heading=h.cao5dku7jwfn], it will be closed and linked to the original issue to give others an opportunity to continue the work already started here.
