Sometimes some configurations allowed to Jenkins.MANAGE or some configuration that can be set with JCasC may require a restart of Jenkins or are applied faster when using a restart.
For the JCasC, it is useful if the same person has Jenkins.MANAGE and merge rights on the SCM used to store the jenkins.yaml file for example.
