[JENKINS-64039] suboptimal performance of CaseInsensitive.equals #11786

if an Authentication strategy is using a Case Insensitive operation mode then the performance of any Authorisation strategy will be sub optimal if the user is a member of many groups all having the same comon prefix and that same prefix is used in a grant of a permission.
