[JENKINS-12622] Browser is launched with an error page at end of install #12430
Description
At the end of the Jenkins installation on OS X a browser is launched to localhost:8080, but Jenkins is not yet up and listening on that port, so the browser starts with an error page. It would be preferable if the installer waited until the port was accepting connections before launching the web browser.
