[JENKINS-1211] sorting inconsistent wrt to capitals #13879
Description
When you first open the main page, the jobs are sorted in alphabetical order,
but with A < B < a < b. Click on jobs twice to change and restore the sorting
order, and you have A = a < B = b.
My preference is case-insensitive sorting.

Implemented in 1.176, but on a hindsight I probably should have ask you to do
this for us...
