[JENKINS-10044] "Restart Once No jobs are running" button has no effect

I manually uploaded a new .hpi for a plugin.

On the Plugin Manager page, "installed" tab, when I click the "Restart Once No jobs are running" button, nothing happens.

I saw this in Jenkins 1.417, but it could have been there before.

  I confirm bug. Merging Restart button does not restart jenkins after plugin upload #180 pull request should fix it.
