[JENKINS-72745] "Manage Jenkins" nested context menu can stay open when parent menu closes (regression in 2.402)

When clicking a non-link element (e.g., section header) of "Manage Jenkins" context menu, it stays open, while the parent context menu closes.

Previously, both menus would close.

Both behaviors are not great IMO, but the new one seems particularly broken.
