[JENKINS-73246] Text shown in unexpected locale (regression in 2.444)

Steps to reproduce

Configure the browser to use English as the preferred language and German as an additional language, then visit the UI.

Expected results

Note

These are the actual results prior to 2.444.

When English is the preferred language, everything is shown in English.

Actual results:

The UI is shown in English consistently (those texts defined via the property files) but whenever a help is available in German it is shown in German. Only when removing German as an additional language the help is shown in English.

  I would rather revert in both for consistency, but is there a rush its already in the LTS line (if this was for .1 I would be more in favour), we could delay this to .3?
