[JENKINS-73743] Backport Winstone 6.22 and Jetty 10.0.24 into 2.462.3

Jenkins 2.475 includes Jetty 12.0.13 and it includes ThreadLimitHandler improvements (originally included in Jetty 12.0.9). Those improvements have been backported to Jetty 10.0.24 and included in Winstone 6.22.

Let's update Jenkins 2.462.3 to include the most recent Jetty 10.x release so that we keep the Jenkins 2.462.x LTS line current with Jetty 10.x releases.
