See attached recording (not the mouse weirdness, the block border). This seems to require a fairly short config form (no scrolling).

Cannot reproduce on 2.571-SNAPSHOT. Tested with minimal configuration page and multiple Apply clicks. No visual artifact or border flicker observed; only normal “Saved” feedback appears.
