[JENKINS-69789] no password complexity check when create new user in jenkins

when i create new user in jenkins, set 1 as the user password,this still allowd by jenkins. i think it should be support password complexity check when create new users.

  If you need password complexity checks, you probably also need to use an external service for authentication.  Many external services provide password complexity checks.  Use them for your Jenkins authentication
