[JENKINS-71087] Return dedicated 404 error page #18603
Description
When a page is not found either due to lack of discover permission or a typo in the url the underlying 404 error page of the servlet container is shown. This breaks the user experience.
Instead it would be nice to show a Jenkins styled error page. That page could also explain that it is either a wrong URL or missing permissions.
