[JENKINS-54570] Duplication of button click when uploading plugin #20114

Steps to reproduce:

1. Go to Manage Jenkins » Manage Plugins » Advanced
2. Upload a plugin file

Expected result

• One plugin being installed and, ideally, being able to be dynamically loaded

Actual result

• Two copies of the same plugin being installed, one might dynamically load, the other fails (because it's already installed)
