[JENKINS-1192] allow people to sign up even w/o read access Allow people to sign up w/o read access #24080
Description
When read access is not on for anonymous, the sign up link is visible, but does
not work. It would be nice if there was a way to configure Matrix Auth so that
people had to sign up and then have admin give them permissions after they
signed up.
