[JENKINS-1284] Password Field does not display when "Hudson's own user database" is enabled #24108
According to: https://hudson.dev.java.net/changelog.html#v1.180
Hudson displays the password textfield for a user when the "Hudson's own user
database" is enabled. When I upgraded to 1.181 this was not the case.
My Hudson System Configuration:
Enable Security = On
Hudson's own user database = On
Logged-in users can do anything = On
Using the above configuration, the password textfield was visible in version
1.177. I have not tested this issue on v1.183.

The problem is that the "enabled" property referenced by the file
HudsonPrivateSecurityRealm/Details/config.jelly is not visible, so the check
never evaluates to true.
The enabled property cannot be seen because it is defined only in the anonymous
inner class in HudsonPrivateSecurityRealm.java and not in the base class,
UserPropertyDescriptor.
To resolve this issue I have provided a default implementation of isEnabled()
in UserPropertyDescriptor. It simply returns true for all properties. The
result of this is that the existing anonymous inner class method is now an over-
ride of this method.

This is still an issue on v1.185 and v1.186. I am hoping to take a look at the
code over the weekend to see what is going wrong
