[JENKINS-1375] disabled projects (M2) are still buildable from the module page. #24126

Create a multi module M2 (native) project

build it.

Disable the main build

go the the hudson main overview page.

note the build trigger (clock with >) is missing and build can not be started.

follow the link to the project

note the main project and all sub modules now have the build icon and are not
marked as disabled.

all modules should be disabled and not buildable. This probably applies to the
remote API aswell.

clicking one of the build icons shcedules a build so it is not purely a UI
issue.
