@jeremiahsnapp use official vagrant precise32 base box 6ab6c07
@jeremiahsnapp configure vm to have only one cpu
the official vagrant precise32 base box is currently configured to
have two cpus which requires that the host machine have hardware
virtualization (VT-x or AMD-V)

not all host machines have that so to save someone troubleshooting time
I think it's best to configure the vm with one cpu by default and let
those more knowledgeable people reconfigure the vm for more cpus if they choose
