I try to deploy ganglia on centOS6.4, but found that there is no returned value for puppet facter of 'operatingsystemmajrelease' in params.pp, so have to change it to 'lsbmajdistrelease' to continue..please kindly confirm this issue.

What do you see under the os fact? The problem with using lsbmajdistrelease is it doesn't always return a value (I don't see it on CentOS 6.5).
It might be possible to use os['release']['major'] if that is consistent
The ::operatingsystemmajrelease fact should be present even when the redhat-lsb package that ::lsbmajdistrelease depends on is absent. Could you provide the output of facter --puppet from that system?
