outdated README note regarding API limitations #8

Readme says:

Currently, the GitHub API does not seem to provide a way to access notes added to commits and notes added to lines of code. So those notes won't get backed up. The GitHub folks have been told about this limitation of their API.

This is perhaps no longer true.

It seems you can access the notes added to lines of code (in pull requests) at:
https://api.github.com/repos/owner/reponame/pulls/<pullreqid>/comments

You can access the comments added to a pull request at:
https://api.github.com/repos/owner/reponame/issues/<pullreqid>/comments

You can access the notes added to lines of code as well as comments in commits at:
https://api.github.com/repos/owner/reponame/commits/<sha>/comments

I've updated the documentation, but these are not yet backed up. And it would seem to need an excessive amount of probing of all SHAs of commits to find the commit comments.
