As stated here: https://github.com/jonashaag/klaus#installation

kurtis@ubuntuDesktop:~$ sudo pip install klaus
Downloading/unpacking klaus
  Could not find any downloads that satisfy the requirement klaus
No distributions at all found for klaus
Storing complete log in /home/kurtis/.pip/pip.log

Temporary solution:

sudo pip install -e git+git://github.com/jonashaag/klaus.git#egg=klaus

It doesn't work with Smart HTTP though because it needs the next dulwich release.
