Hand-holding aka site flow

We need to make sure, fairly quickly, that all the infrastructure flows well. This is so someone new or old can hit the site or this repo and work out very quickly what to do. I'd appreciate suggestions and help to do that.

The key pillars of this initiative are:

1. The end-product should be well presented (http://developer.docs.joomla.org)
2. People can raise bugs, suggestions, "write about X please" on the issue tracker.
3. The issue tracker also forms the task management tool.
4. Milestones are used to plan what's next.
5. We are changing the attitude that Joomla's dev's docs are crap to an example that every other FOSS should follow
