Split gem package bits from fpm #233

Im trying to use both of Debian's own ruby1.8/1.9.1 to build gems with fpm

Even when modyfing PATH for ruby etc or changing the binary, it still builds for 1.8 and not for 1.9.1

(noting for myself)

Move the gem package to use pretty much the same method as the python package (runs python externally, gathers package metadata via json from stdout from that external run)
