Now that liboio can compile with both MinGW and mingw-w64, this commit
introduces a mingw-specific makefile (Makefile.mingw) to compile for
Windows.

It can be used natively or for cross compilation:

make -f Makefile.mingw test

Use 'PREFIX' in cross-compilation scenarios:

make -f Makefile.mingw PREFIX=i686-w64-mingw32-

This will use both i686-w64-mingw32-gcc and i686-w64-mingw32-ar to compile
code and build the static library.

Happy to inform that both 32bits (i686-w64-mingw32) and 64bits (x86_64-w64-mingw32) compilers complete tests and bench successfully :-)

This closes Issue #16.

Oh guys, that is not fair! :-P

I was monitoring the project and hoping get some feedback on the issue I left open without luck :-P

Well, feel free to close this out, or at least steal the PREFIX idea so it can be cross compiled or independently compiled with 32 or 64bits mingw-w64
