"target" does not parse correctly #1783

Steps to reproduce

esprima.parse('(function a(b = new.target){})')

esprima.parse('({ set a(b = new.target){} })')

esprima.parse('({ a(b = new.target){} })')

Expected output

Should parse

Actual output

Throws an error
