Moving fixed header exposes background at the bottom of a page #4370

On a mobile device (iOS 5.1 and Android 4.0.3 tested), when using a fixed header, if you drag the header up, you expose the background at the bottom of the screen.

In my application I previously used the scrollview to scroll underneath headers. I also used the scrollview for sideways scrollable panes. I updated the headers to the new method but kept the js and css needed to do the sideways scrollable stuff. Removing the extra css and js seems to have fixed the problem, but of course I no longer have sideways scrollable divs. So I guess I need to choose between the sideways scrolling or no background peaking through.
