When a page with a fixed header and footer is displayed in Android Browser on a phone running Android 4.0 Ice Cream Sandwich, scrolling up is fine, but when scrolling the page down the browser URL bar and another bottom toolbar pop up.
I don't know if there is any way to avoid this, but I guess it does happen because the browser thinks the page has reached its bottom (since the scrolling is not native) and therefore displays the toolbars.
Does anyone else reproduce this behavour please ?

What version of ICS and what device did you test?
Actually on that page the top address bar and bottom action bar pop up when i scroll UP.
HTC Desire S, Android Browser on ICS 4.0
Since I can not reproduce it on vanilla Android 4.0 (SDK) or 4.0.4. (Galaxy Nexus) I think it might be a HTC issue. Did you test on the Chrome for Android as well? And non JQM page with fixed header and footer?
it does not happen on Chrome on the same device.

Can you test this page http://jsbin.com/ikisux/4 on the native browser? It's a non JQM page with fixed toolbars.

Thanks for testing. So we can conclude that this is an OEM/device issue, which we can't fix.
