Popup issue with opened panel in android 4.0 #6455

This is the same issue as here: #6044
Updated testing page: http://jsbin.com/otevuh/15
The change in testing is Popup with opened panel.
Works fine (popup above the panel) except android 4.0 where the popup is cut.

Returning the z-index values for the popup container and the panels to their original value (auto) makes it work, but of course it also introduces the problems for which the z-index values were introduced in the first place: http://jsbin.com/ofuhaw/357/

The problem is the combination of '''position: fixed''' (the panel) and '''position: absolute''' (the popup). See #4816, #4844, #4874 and #5116. It's an Android 4.0 bug and I don't think we can do something about it without causing other issues.

I just encountered this issue (popup appearing underneath ui-popup-screen). Darn, so it's not possible to have a fixed footer navbar and use a popup with Android 4.0? (I'm on 4.05, latest my phone offers). This is not good. :(

By using position:fixed on the specific popup container (mentioned in linked issue 5116), I'm able to have it show up correctly, but as the popup gets taller, it cuts off because scrolling scrolls the background. Any other workaround?

Edit: Tried setting the z-index of the fixed menu to the same as the popup (1100), and to 1200. Problem is when interacting, select menus and other form fields underneath are being accessed on tap..not sure if this is the same or another issue :/

On LG G3 android 4.4.2 Chrome 38 I'm not able to reproduce this issue with the initial test sample. Mayby it has been fixed in some Chrome update?
