Responsive tables not detected by the screen reader as a table #6583

The display property table-row-group is causing assistive technology like Apple's VoiceOver to not see the table as a table. This leads to blind users not being able to navigate the table effectively and makes the tables very difficult for blind or visually impaired users to understand.

Well given that 5380 only happens in Safari <= 5, and this accounts for less than 5% of the overall browser market share, it would seem like the right thing to do would be to undo the change for 5380

If it turns out that we can't fix #5380 in another way, I agree we should revert that change. It's just that I want to look into that first instead of just removing it.

Table: remove reflow CSS hack for Safari <= 5
It causes problems with assistive technology not being able to detect tables.

This effectively reverts bafa5d9, thus
removing the fix for gh-5380.
