So that they could be properly used when JRuby is being invoked right from the repository. Before this commit, we were unpacking the native libs only during the 'dist' target. So, if JRuby was used right from the repo directly it didn't see the libs and extracted them every time from the jars during the startup. Use 'ant clean-all' to remove those extracted libs, if needed.

The currently-hardcoded /usr/bin/ruby is not configurable and doesn't work on windows. Define RUBY in build.properties (create file, if needed). This brings the build duration on Windows from 17 secs to 12 secs. Also, fixed the broken git revision calculation with JRuby.
Now, Eclipse compiles into *different* place so that it won't interfere with Ant compilation and there will be no more weird non-deterministic errors and slowdowns. Also, 'ant clean' won't clean Eclipse's compilation stuff, since that just wastefull and makes Eclipse slowdown significantly. Use 'ant clean-all' to clean everything, including Eclipse compilation data.
