In MRI it's canonically Process::Tms and Struct::Tms is an alias. In JRuby there is only Struct::Tms.

$ irb
irb(main):001:0> Struct::Tms
=> Process::Tms
irb(main):002:0> Process::Tms
=> Process::Tms
irb(main):003:0> Struct::Tms == Process::Tms
=> true
$ bin/jruby bin/irb
irb(main):001:0> Struct::Tms
=> Struct::Tms
irb(main):002:0> Process::Tms
NameError: uninitialized constant Process::Tms
