String#scrub ignores the block if the string encoding is not ASCII-compatible #4437

JRuby version: latest

JRuby suffers from the same bug for String#scrub as MRI since it is the same code, transliterated to Java. See https://bugs.ruby-lang.org/issues/13119 for details.
