Hi there!

Before we can accept your domain request, you need to create a file named CNAME in the root of your github pages site (this may not be the root of your repository). 📝
This file should contain a single line with the full js.org domain you are requesting, in this instance php.js.org.

If you want to use /php as it's own project, it needs to be moved to its own repository and have its own GitHub pages setup.

You can configure GitHub Pages to publish your site's source files from master, gh-pages, or a /docs folder on your master branch for Project Pages and other Pages sites that meet certain criteria.

FYI: https://help.github.com/articles/configuring-a-publishing-source-for-github-pages

A custom folder as root is not supported by GH pages.

I´m going to close this but feel free to open a new PR when your setup matches our requirements. But also keep this in mind: https://github.com/js-org/js.org/wiki/Subdomain-Determination
