Update to 1.0.23:

changes from 1.0.22 to 1.0.23
-----------------------------

* have cvsd-buildroot look in all multiarch subdirectories of /lib for
  NSS libraries
* portability improvement by Eric Schnoebelen
* Debian packaging updates
