Uploading files with extended characters breaks jQuery #747

When you try to attach a file with extended chars, like 'mööse-bytes.png', the upload happens, but it never switches the uploaded file to the underlying dialog.

Fixed for 9.0.4. This had to do with XHR.setRequestHeader() not doing any escaping on its own.
