removing a limitation on the second operand of INC/DEC #31

Currently INC(x, y) is only allowed for variables x and y having exactly the same type. However, incrementing with any integer type not larger than the result would be meaningful. The same applies to DEC.

limitation on second operand of INC/DEC removed. Refs: #31.
The second operand may now be of any integer type not larger than the result. As suggested by Oleg N. Cher.
