feat: kube-dns should be scaled with dns-horizontal-autoscaler

kube-dns should be scaled with the https://github.com/kubernetes/kubernetes/tree/master/cluster/addons/dns-horizontal-autoscaler

That allows to have better k8s DNS response time

This seems good for the majority of deployments. Do we know if there's any effort to build the images for this project for the other supported architectures? arm ppc64le

I'm wondering if this is something we want to do out of the box with our addons or make it an explicit option to enable on the addon snap. This needs more scope and an impl plan if its to make the cut.

For now: suggest to place it as a wishlist item and label accordingly
