need to query charm store for a list of recognized series

In automatic review of proposed charm changes, we need to be able to query the charm store to determine all of the series recognized by the charm store. This will allow us to be sure no one commits series metadata to a charm repo which will subsequently cause the charm to fail to push/release.

Even a json blob containing the recognized series would suit us.
