"not_networks" went away in MAAS 2.0. Instead we should be using "not_subnets", with multiple values instead of comma separated.

LGTM and QA OK on MAAS versions 2.1.0+bzr5480-0ubuntu1 (16.04.1) and 2.0.0+bzr5189-0ubuntu1 (16.04.1)
