Fixed CI failures with gc/i386 and gccgo on amd64/ppc64

Disabled a few tests on i386 (port of #1683 to 1.23) and
ppc64/amd64 (both affected slightly differently) which are causing CI
jobs to consistently fail and prevent a "Bless" for the 1.23 release.

Related bugs: lp:1425569, lp:1425788

Tested to work on gccgo/amd64, gccgo/ppc64, gc/amd64.
Added comments about a few issues found along the way.
