Add new region info for Ohio and Mumbai, update amz.v3 dep

QA:

  1. Run unit tests, with no non-intermittent failures
  2. Live test deploying to Ohio by adding us-east-2 region to ~/.juju/environments.yaml
    juju bootstrap -e aws --updload-tools
    juju destroy-environment aws -y
  3. Live test deploying to Mumbai by adding ap-south-1 region to environments.yaml
    juju bootstrap -e aws -- upload-tools
    juju destroy-environment aws -y
