I thought it was https://github.com/juju/juju/blob/develop/provider/azure/environ_test.go#L1005 that needed skipping: `if hostArch != "amd64" { skip....}

IIUC, this only fails running on ARM64 ( and ppc64el, s390x, ...) during the full release test runs, not on the github-juju-merge runs.
