Description of change

This adds bionic to our builds, and cleans up charms, adding support for bionic and dropping support for old charms

QA steps

Verified by adding build-binary-bionic-amd64 job, re-running build-source-packages, and ensuring a resulting client and agent was produced for 2.2.6 (revision 5829),
