A little clarification along the lines of that suggested in this thread: https://discourse.julialang.org/t/juliaformatter-and-vscode-how-to-change-options/72667/10

(This is my understanding of the way things work from a little experimentation & the thread above, but please correct if I'm mistaken!)

I don't think that is correct? At least in theory it should pick up config files that are in a sub folder of the workspace root, right? It just can't be outside of the workspace.

Yes. but you can customise it with a .JuliaFormatter.toml in your workspace does contain that info, but may be a bit too subtle. We can add a parenthetical like in your workspace (any location outside of one of the root folders opened in VS Code is not considered).

Aha I see — I had indeed missed the "in your workspace" subtlety. I jumped straight to the linked JuliaFormatter.jl documentation, and assumed that everything worked as was described there. Being explicit that the linked documentation doesn't apply in this regard might be clearer.

Ah yep, it does too. And I just checked that configuration file used depends, as one would expect, on the file being formatted — now fixed.
