Improve Solver-independent Callbacks manual page to specifiy SCIP doesn't support lazy constraints

It is at least the second time on Julia Discourse that it is asked why SCIP doesn't support Lazy Constraints.

so I suggest that it is mentionned in the JuMP manual on callbacks that SCIP only supports User Cuts callbacks and Heuristic Callbacks and doesn't support Lazy Constraints Callbacks
