Jupyter noteboook keep reconnecting to kernels since Nov. 5th, 2018 #462

I use Linux Mint 19 (Ubuntu-based) and sudo apt install jupyter-notebook -f several weeks ago. It had been working well until recent days. The blue "connecting" box start flashing right after a notebook is opened and the starting the kernel disappeared no matter if I use Python, Julia, or GNU Octave kernel.
The terminal shows something like this:

This makes it unable to use. Hope there is a solution or a work-around that can make it work again.

Solved by python3 -m pip install --upgrade notebook.
Thanks @minrk on Gitter jupyter/notebook for his help.
My pip3 list was

DEPRECATION: The default format will switch to columns in the future. You can use --format=(legacy|columns) (or define a format=(legacy|columns) in your pip.conf under the [list] section) to disable this warning.
