ci: vuln-scan update, less dedicated actions + warning instead of error #2188

This PR does two small but separate things.

ci: vuln-scan, emit warning instead of error
ci: vuln-scan, use sed instead of a dedicated action

If we fail to patch a vulnerabily when rebuilding the image we emit a warning now instead of erroring with a exit 1 error code.
