Addresses changes suggested in #6821. Fixes #6746.

Code changes

Adds a command to restart the kernel and run cells, up to the current selected cell. Implemented as a normal command rather than with the ICodeRunner interface.

User-facing changes

Adds "Restart kernel and run up to selected cell" to the Kernel menu. (should it go in Run?)

Backwards-incompatible changes
