Add Libra Nightly repository to the parent pom.xml

This is needed for consuming the moved server editor parts (Bundle
Information, Bundle Dependency Graph and Server Console) from Libra. The
required plugins will be part of the Juno discovery site starting from
M3, but until then they can be resolved only from the Libra nightly
repo.
